72-year-old Silver Spring man rapes, impregnates 12-year-old, Montgomery County officials say

SILVER SPRING, Md. – A 72-year-old man routinely raped a 12-year-old girl and eventually impregnated her in a Silver Spring apartment, according to officials. Court records detailed the disturbing accusations against Ovidio de Jesus Perez of the 100 block of Quebec Terrace. Montgomery County police said every Saturday the victim was ordered to get undressed and told to be silent as Perez raped her in his apartment. Ovidio de Jesus Perez, 72, is accused of raping and impregnating a 12-year-old girl at his apartment in Silver Spring, Maryland, according to Montgomery County officials. The victim was impregnated and told investigators the last time she was raped by Perez was on Nov. 18, according to court documents. SILVER SPRING, MD — Police are asking for the public’s help to find a missing 11-year-old girl who was last seen in Silver Spring. Maeva Domche-Nono was last seen at about 5 a.m. Thursday at her home in the 9700 block of Mt. Pisgah Rd., police said. Police and family are concerned for Domche-Nono’s welfare due to her age. She has not been seen or heard from since she left home early this morning. Domche-Nono is described by police as a black female, 5’0" and weighs 100 pounds. She has brown eyes and black hair, which she frequently wears in shoulder-length braids. She was last seen wearing a white t-shirt and gray leggings. Silver Spring Apartment Explosion: Sixth Victim Identified

SILVER SPRING, MD — The grim death toll following a natural gas leak that caused a devastating explosion and fire at a Silver Spring apartment complex became more official Thursday with the confirmation of the sixth victim found in the ruins, Montgomery County Police said. Investigators are still working to unravel what caused the Aug. 10 disaster at the Flower Branch Apartments but say the explosion was caused by a gas leak in the meter room of the building. Leaking gas built up in the room until the explosion was sparked. Federal investigators will look at the gas transmission equipment for possible defects. Authorities have now identified six of the seven victims found in the debris of the apartment buildings at 8701 and 8703 Arliss Ave. DNA has been used to identify victims found in the burned-out apartment building. Nonprofit Silver Spring developer has become affiliate of Columbia-based Enterprise

A nonprofit developer based in Silver Spring has become an affiliate of Columbia-based Enterprise Community Investment, a subsidiary of nonprofit affordable-housing organization Enterprise Community Partners. The Silver Spring developer, Community Preservation and Development Corp., owns or has developed more than 30 rental communities that house more than 10,000 people in Maryland, Washington and Virginia. Enterprise Community Investment provides financing for affordable-housing development. Enterprise has helped finance the creation of maintenance of 470,000 affordable homes, including 144,000 through low-income housing tax credit programs. The two groups hope to be stronger together in building and preserving affordable housing and offering services to residents, the organizations said in an announcement Tuesday. “Meeting America’s deepening housing challenges demands preservation of existing affordable properties,” Charlie Werhane, president and CEO of Enterprise Community Investment, said in an announcement. (Evelyn Hockstein/For The Washington Post) As Montgomery County’s campaigns for public office heat up, most of the candidates will drape themselves in the banner of “affordable housing.” But what policies they actually stand by are often at odds with what affordable housing really means, especially for renters. For a small percentage of renters struggling financially, federal subsidies can help. These include Section 8 vouchers and county and state rent subsidies through the rental assistance program that pays part of a tenant’s rent for limited periods, as well as emergency short-term charity subsidies aimed at preventing evictions through a network of nonprofits. Then there’s the county’s “crown jewel” of affordable rental housing policy: the Moderately Priced Dwelling Unit program. The MPDU rental program requires some properties to set aside…
